So the question is:
Is the anointing of the Most Holy with "oil" something different than when Christ enters the sanctuary with His own blood and begins the work of the sanctuary in saving sinners?
To me it's obvious the blood "anointing" and beginning of the work of the heavenly sanctuary had to be after Christ's ascension.
However, if one considers Mike's suggestion, that there is another different anointing this one an "anointing with oil" at an earlier date, which is defined as the time of covenanting and putting in place the PLAN of salvation -- then yes, that was done before the foundations of the earth were laid. The plan was agreed upon before creation began and consummated at the cross.
When Christ spoke these words, (It is Finished) He addressed His Father. Christ was not alone in making this great sacrifice. It was the fulfillment of the covenant made between the Father and the Son before the foundation of the earth was laid. With clasped hands they entered into the solemn pledge that Christ would become the substitute and surety for the human race if they were overcome by Satan's sophistry. The compact was now being fully consummated. The climax was reached. Christ had the consciousness that He had fulfilled to the letter the pledge He had made. In death He was more than conqueror. Yet we have not seen any actual reference calling this agreement an "anointing" of the sanctuary.
The text in question (as far as I can see) is
Daniel 9:24 Seventy weeks are determined upon thy people and upon thy holy city, to finish the transgression, and to make an end of sins, and to make reconciliation for iniquity, and to bring in everlasting righteousness, and to seal up the vision and prophecy, and to anoint the most Holy. 70 weeks = 490 years

What does that text mean? When did these things referred to, take place?
While in this thread we've seen suggestions for an earlier time ,I know there are positions taken by groups of people who wish to take that whole text and place it, not before creation, but at the very end of earth's history.
Yet, the text itself seems to be placing this "anoint the most Holy" at the end of the 70 weeks.
That time centering upon the cross, when "The compact was now being fully consummated. The climax was reached."
"When Christ cried out, "It is finished," and all heaven triumphed. The controversy between Christ and Satan in regard to the execution of the plan of salvation was ended." (5BC 1149)
