Bowing to one's superiors was, in Bible times, an expected practice. Since God was the ultimate Superior, the highest Authority, not to bow to Him was a sin. This is what lies behind the term "stiff-necked," used many times in the Bible to describe proud, disobedient people who will not accept God's authority. Exodus 32:9 is the first mention of God's anger against the stiff-necked people of Israel.
