J:This begs the question: Does God agapao me, or fileo me? This is an interesting question. Can God only love someone with fileo who is His friend?

Phileo has to do with the love of a family. Philadelphia, for example, the city of brotherly love, has its roots from "phileo".
So if we are members of the family of God, sons of God (and brothers/sisters of Christ), how could God not love us with phileo?

charity [agape] "never fails" (1Cor 13:8).
A structure will fail if it bears too much burden, if it wears out, or if it is attacked. But not so with the love of God. That love never fails, regardless of external provocation.
God's love has not 'failed', not even toward the most personal of His enemies.

That's a good one, Peter. I think this is a way that a heathen could learn of God's character from nature, a way that Psalm 19 occurs ("There is no place where His voice is not heard," to paraphrase).

God loves us all.
Though billions of rebels were to issue from Adam's loins, the Father and Son made a pact from the foundation of the earth.
Christ would come to our planet to save the race, should Adam sin.
God so loved the world that He sent His Only Begotten Son.

God showers His goodness upon the just & the unjust, for His goodness leads us to repentance. (Romans 2:4)
Repentance is required - a revocation of our former service to Satan (self, selfishness, the world) and our conversion (change) to the service of God and Christ. Such testimony will freely spring from the heart. God will fully support and endorse His obedient subjects.
God will not strengthen the hands of those in rebellion, though He tempers Satan's control over the rebel, that He (Jehovah) may be glorified, as with the Pharaoh of Exodus. _____________________
