A true Christian will strive to walk with God always. There are always steps to this process. A true teacher cannot just step into a classroom and say "today, I will teach", but first must obtain the education and licensing that allows him to do so. In such a way we are to obtain the eduction and training that Christ gives us in order to be a "true Christian".

Are you saying that to become a Christian there is a standard of works which we must first reach? Christ is the Teacher. I think Christians are the students. What qualifies someone to be a student? A qualification? Or a need?
Isn't a baby Christian as much a Christian based on the fact they are following Jesus, rather than their knowledge? Does a Master's of Theology make you a better Christian?
